Quick Test is divided into 3 specialized test procedures that are functional tests of EEC-V system. All self-tests 
are completely menu driven using New Generation Star (NGS) tester. The following procedures must be 
followed in sequence to avoid misdiagnosis:  

z

VISUAL CHECK  

z

VEHICLE PREPARATION & EQUIPMENT HOOKUP  

z

Perform KOEO on-demand self-test. See KOEO ON-DEMAND SELF-TEST under QUICK TEST in 
SELF-DIAGNOSTICS - CNG, FLEX-FUEL & GASOLINE article.  

z

Perform KOER on-demand self-test. See KOER ON-DEMAND SELF-TEST under QUICK TEST in 
SELF-DIAGNOSTICS - CNG, FLEX-FUEL & GASOLINE article.  

z

AFCM CONTINUOUS MEMORY SELF-TEST  

Complete QUICK TEST before performing any system tests. Record any DTCs retrieved. Service DTCs in the 
following order: KOEO DTCs, KOER DTCs and then Continuous Memory DTCs. After each service or repair 
procedure has been completed, always repeat QUICK TEST procedures to ensure all EEC-V systems are 
working properly and DTCs no longer exist. 

VISUAL CHECK 

Perform the following, and make all necessary repairs before continuing with QUICK TEST:  

z

Inspect air cleaner and inlet ducts.  

z

Check all engine vacuum hoses for damage, leaks, cracks, kinks and/or improper routing.  

z

Inspect system wiring harness for proper connections, bent or broken pins, corrosion, loose wires and 
proper routing.  

z

Check alternate fuel tank(s) for adequate CNG level.  

z

Check PCM, sensors and actuators for physical damage.  

z

Check AFCM for physical damage.  

z

Check sensors and actuators for physical damage.  

z

Check engine coolant for proper level and mixture.  

z

Check transmission fluid level and quality.  

z

Check inertia fuel shutoff switch set.  

z

Ensure vehicle maintenance schedule has been followed.  

z

Ensure vehicle battery is fully charged.  

VEHICLE PREPARATION & EQUIPMENT HOOKUP 

Apply parking brake, and place shift lever in Park (A/T) or Neutral (M/T) position. Block drive wheels. Turn 
off all electrical accessories. Ensure engine is at normal operating temperature. Connect appropriate test 
equipment to vehicle as follows.

Generic Scan Tool 

Ensure scan tool meets or exceeds OBD-II standard. Follow scan tool manufacturer's operating instructions to 
hook up equipment and record DTCs. 

New Generation Star Tester 

Turn ignition off. Ensure proper memory (EPROM) card is inserted into New Generation Star (NGS) tester. 
Connect service connectors of adapter cable to vehicle Data Link Connector (DLC) and NGS tester. See Fig. 1 
Connect NGS tester power supply cable to power.

AFCM CONTINUOUS MEMORY SELF-TEST

The Continuous Memory Self-Test is functional test of the alternative fuel system performed by the Alternative 
Fuel Control Module (AFCM). This test is carried out under any condition (engine running or off) with the key 
on. This test will detect failures contributing to driveability or emission concerns. A system fault does not need 
to be present at the time of testing and is therefore valuable when diagnosing intermittent faults. When a fault is 
stored in memory, a DTC will be transmitted on the data link at the end of the test. Any scan tool that meets 
OBD requirements can access Continuous Memory to retrieve emission related MIL DTCs. 

If vehicle is a no-start in ALT mode, start engine in GAS mode. Drive vehicle for about 10 minutes in GAS 
mode, then 10 minutes in ALT mode until it reaches normal operating temperature. Check for Continuous 
Memory DTCs. If no Continuous Memory DTCs exists and engine will not restart in ALT fuel mode, see NO

CODES - BI-FUEL - GASOLINE/CNG article. If no Continuous Memory DTCs exists and engine will not start 
in GAS mode, see NO START/NORMAL CRANK - GASOLINE MODE under SYMPTOMS in 
TROUBLE SHOOTING - NO CODES - BI-FUEL - GASOLINE/CNG article. If any Continuous Memory 
DTCs exist, clear DTCs and repeat Continuous Memory self-test to confirm hard fault DTCs exist. If no 
Continuous Memory DTCs are repeated, see SYMPTOMS in TROUBLE SHOOTING - NO CODES - BI-
FUEL - GASOLINE/CNG article. If Continuous Memory DTCs are repeated, perform appropriate system test.

performing other self-tests or driving vehicle. 

ADDITIONAL SYSTEM FUNCTIONS 

PARAMETER IDENTIFICATION DATA MONITOR PROCEDURE 

Description 

Parameter Identification Data (PID) mode allows access to certain data values, analog and digital inputs and 
outputs, calculated values, and system status information. The Ford specific PID list can be accessed by using 
New Generation Star (NGS) tester. When accessing PIDs from the PID list, the values are continuously 
updated. For additional PID information, see appropriate PIN VOLTAGE/PID VALUE CHARTS article. 

Accessing Ford Specific OBD-II PIDs 

Turn ignition off. Ensure test equipment is properly attached. Program NGS tester using the following steps:  

z

Turn ignition switch to ON position or start engine and allow to idle.  

z

Select VEHICLE & ENGINE SELECTION menu. 

NOTE:

Always retrieve Powertrain Control Module (PCM) DTCs before Alternate Fuel 
Control Module (AFCM) DTCs. KOEO and KOER self-tests cannot be performed 
in ALT fuel mode.

NOTE:

Additional diagnostic system features are available to help diagnose driveability 
problems and service EEC-V systems.

Select NEW VEHICLE, YEAR & MODEL.  

z

Select DIAGNOSTIC DATA LINK.  

z

Select AFCM-ALTERNATE FUEL CTRL MODULE (AFCM supports similar DTCs and PIDs as PCM, 
but may have an entirely different meaning).  

z

Select PID/DATA MONITOR AND RECORD.  

z

Select PIDs and press trigger on NGS tester.  

z

Press START to begin monitoring. If PID value is not as specified, perform appropriate SYSTEM TEST. 

PROGRAMMING 

POWERTRAIN CONTROL MODULE 

Description 

All OBD-II scan tools support Powertrain Control Module (PCM) reset. The PCM Reset allows the scan tool to 
command the PCM to clear all emission-related diagnostic information. When resetting the PCM, a DTC P1000 
will be stored in the PCM until all the OBD-II system monitors or components have been tested to satisfy a 
drive cycle, without any other faults occurring. See DRIVE CYCLES in appropriate SELF-DIAGNOSTICS 
article. 

The following events occur when a PCM reset is performed:  

z

Clears the number of Diagnostic Trouble Codes (DTCs).  

z

Clears the DTCs.  

z

Clears the freeze frame data.  

z

Clears diagnostic monitoring test results.  

z

Resets status of the OBD-II system monitors.  

z

Sets DTC P1000.  

Resetting Keep Alive Memory (KAM) 

Resetting Keep Alive Memory will return PCM memory to its default setting. Adaptive learning contents such 
as idle speed, refueling event, and fuel trim are included. A PCM Reset (described above) is also part of a KAM 
Reset. Both can be useful in post repair retest. 

After Keep Alive Memory has been reset, the vehicle may exhibit certain driveability concerns. It will be 
necessary to drive the vehicle to allow the PCM to relearn values for optimum driveability and performance.

NOTE:

Before performing PCM programming procedure, check for any applicable 
Technical Service Bulletins (TSBs) that may apply to vehicle application.

NOTE:

This function may not be supported by all scan tools. Refer to scan tool 
manufacturer's instruction instruction.
